The first official parish historian
Richland Parish named its first official parish historian when Evelyn Cochran,right, was appointed to the post by the police jury during ceremonies in April 1981. Library Board President Mrs. W.D. Cotton, left, presented Cochran with a framed copy of a resolution recommending her appointment. The resolution was then adopted by the police jury.
