Richland Parish Sheriff Neal Harwell and Laura Wood Freeman were crowned 2026 king and queen during the Richland Revitalization Board’s third annual Mardi Gras Bayou Ball at the Rayville Civic Center. The celebration drew families, businesses and community partners together for an evening supporting local revitalization efforts in Richland Parish.
