NOTICE

Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314 (A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.  

Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and regulations.  This includes, but is not limited to, reporting of cotton acreage and destruction of cotton plants and stalks by December 31 of each crop year.  A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, 5825 Florida Blvd. Ste. 3002, Baton Rouge, La.  70806, telephone number (225) 922-1338.

Notice is also given that the planting of noncommercial cotton is PROHIBITED in Louisiana unless a written waiver is obtained from the Commissioner of Agriculture & Forestry in accordance with LAC 7:XV.319(C).  To request a waiver, submit a written application to the Department of Agriculture and Forestry, at the address provided in this notice, stating the conditions under which such written waiver is requested.

The President called the meeting to order with the invocation given by Mr. Lively.

Pledge of Allegiance 

Roll call revealed the following:

Present: Messrs.: Colvin, Powell, Jones, Reddick, Lively, Wiggins and Adcock

Absent:  Ms. Carroll and Mr. Craig

A motion was made by Mr. Wiggins and seconded by Mr. Lively to approve the agenda.  Motion passes with no opposition.

Motion by Mr. Lively, seconded by Mr. Adcock to approve resolutions for the 23-24 LGAP and CWEF grant program. Motion passed with no opposition.

A motion was made by Mr. Colvin, seconded by Mr. Lively to approve a resolution authorizing the President and the Secretary Treasurer to act on behalf of the parish for the LGAP and CWEF grants.  Motion passed with no opposition.

A motion to adjourn was made by Mr. Lively and seconded by Mr. Adcock.  Motion passed with no opposition.

To review the Statewide Flood Control Program, the Airport Construction and Development Priority Program, the Port Construction and Development Priority Program, and the Short Line Railroad Infrastructure Improvement Program as follows:

These Public Hearings will be conducted in accordance with Act 351 of the 1982 Regular Session of the Louisiana Legislature by the House and Senate Legislative Committees on Transportation, Highways, and Public Works and in accordance with Acts 451 and 452 of the 1989 Regular Session of the Louisiana Legislature by the House and Senate Legislative Committees on Transportation, Highways and Public Works and in accordance with Act 222 of the 2019 Regular Session of the Louisiana Legislature by the House and Senate Legislative Committees on Transportation, Highways and Public Works. 

The purpose of these Public Hearings is to review the Statewide Flood Control Program, the Airport Construction and Development Priority Program, the Port Construction and Development Priority Program, and the Short Line Railroad Infrastructure Improvement Program for Fiscal Year 2024 and 2025.  All interested persons are invited to be present.

Oral testimony will be received.  However, so that all persons desiring to speak have an equal opportunity to do so, it is requested that every effort be made to complete individual testimony as quickly as possible.  Oral testimony may be supplemented by presenting written statements and comments to the Committee by mailing the same postmarked within ten (10) calendar days following the hearing to the above address. Public Notice

The River Road Water System is currently in violation of the treatment technique requirements for minimum residual disinfectant level as set forth by the State (Part XII of the Louisiana State Sanitary Code). Although this incident is not an emergency, as our customers, you have a right to know what happened and what we are doing to correct this situation.

The Louisiana Department of Health (LDH) has determined that the presence of microbiological contaminants is a health concern at certain levels of exposure and requires the disinfection of drinking water to kill disease-causing organisms. Inadequately treated water may contain disease-causing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as nausea, cramps, diarrhea, and associated headaches. These symptoms, however, are not just associated with disease-causing organisms in drinking water, but also may be caused by a number of factors other than your drinking

water. LDH has set enforceable requirements for treating drinking water to reduce the risk of these adverse health effects. Treatment such as filtering and disinfecting the water removes and destroys microbiological contaminants. Drinking water which is treated to meet LDH requirements is associated with little to none of this risk and should be considered safe.

We are required to monitor your water for the residual disinfectant level. This tells us whether we are effectively treating the water supply. During the compliance monitoring periods of (12/1/2023) through (12/31/2023), and (1/1/2024) through (1/31/2024), the River Road Water System failed to provide the minimum residual disinfectant level in the treated water supplied to customers. The violation occurred because the treated water chlorine residual was less than 0.5 milligrams per liter in over five percent of the samples collected in the water system in two consecutive months.

You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor.

Please share this information with all other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.

Chlorine levels fluctuated for brief periods of time between December and early February due to malfunctioning equipment. To correct fluctuations and unreliability, River Road has replaced the company who previously installed and serviced the chlorine equipment. The new equipment servicer immediately corrected existing problems with the chlorinator, eliminating instances of equipment failure. We are always working to ensure that our community has the safest drinking water possible and believe this new partnership will play an important role in doing so.
