REQUEST FOR PROPOSALS FOR

ADMINISTRATIVE CONSULTING SERVICES

The Town of Delhi has been approved for a grant under the Louisiana Watershed Initiative (LWI) - Round 1 for the purpose of constructing the Salter Street Stormwater Retention Pond. The Town of Delhi is interested in procuring the services of an administrative consulting firm to administer and implement the project.

The procedures for the selection of this firm will be in accordance with the procurement requirements of the Louisiana CDBG Program.  All responses received will be evaluated in accordance with the selection criteria and corresponding point system that is identified in the request for proposals package.  That package also identifies the scope of services to be performed by the selected firm. The Town will award the contract to the respondent obtaining the highest score in the evaluation process.

Interested parties are invited to secure a proposal package from Delhi Town Hall at 205 Broadway Street, Delhi, LA 71232.  The response to this request must be received at the above-named address in such a manner that it is received no later than 3:00 PM on May 6, 2024. Please state “Town of Delhi Salter Street Stormwater Retention Pond – RFP for Administrative Consulting Services” on the cover. Responses received after the time and date set forth will not be considered.

Regular meeting

January 2022 

held February 7th, 2022

The Richland Parish Hospital Board of Commissioners met in a regular meeting session at 12:00 P.M, in the meeting room at the Richland Parish Hospital – Delhi.  The meeting was called to order by Chairman, Paul Lipe.

The following members were present: Mr. Paul Lipe, Mrs. Barbara Roark, Mr. Nathan Monroe, Corey Albritton, M.D., Mrs. Annie Guine, Mrs. Mildred Greer

Motion was offered by Dr. Albritton, seconded by Mr. Monroe to approve the minutes of the previous meeting. 

Motion carried unanimously. 

The Committee Reports were presented and discussed.  The Delhi Medical Staff Committee Reports were presented and discussed.  The Reports presented were as follows: CQI, Transfusion, Surgery Review, Medical Records Review, Emergency Room Review, Utilization Review, Pharmacy & Therapeutics and Rural Health Clinic Review.  The Safety Committee minutes were presented to the Board.                                                                                                                                          

No items were presented to the Board for action/recommendation or follow-up.

The Statistical & Financial Reports were presented and discussed with comparisons for the Hospital and DCHC.  

Motion was offered and seconded to accept the financial report as presented.

Motion carried unanimously.

Chairman Paul Lipe instructed the Board to carry out the election of new officers.

Motion was made by Mrs. Roark, seconded by Dr. Albritton, to re-elect Mr. Paul Lipe as Board Chairman, Mr. Nathan Monroe as Vice – Chairman, Mrs. Barbara Roark, Treasurer and Mrs. Mildred Greer as Secretary. 

Motion carried unanimously.

The Conflict of Interest Policy, the Code of Conduct Policy, the Compliance Policy and the Confidentiality Agreement were presented to the Board for review and approval.

Each Board Member signed a Statement of Acknowledgement for each policy.

The Governing Board Bylaws were presented for Review and Approval.

The 2024 sliding fee schedule updated to reflect the 2024 Federal Poverty Guidelines was presented to the board for review and approval.

The Departmental Policy and Procedure Manuals for Departments of the Hospital Service District were presented to the Board for review and approval.

Motion was made and seconded to approve the Departmental Policy and Procedure Manuals as presented.

Motion carried unanimously.

Ratification of quotes and Acceptance of low quote from Keith White Ford for a Ford Transport EXL High Roof Van was presented to the board for review and approval. Quotes were obtained from Keith White Ford, Mack Haik Ford, and Herring Ford.

Motion was made and seconded to approve the ratification of the quotes for the Ford Transport EXL High Roof Van and to approve the acceptance of the low quote as presented.

Motion carried unanimously.

The Scholarship for Medical School for Thomas Rhett Murphrey was presented to the Board for approval. 

Motion was made and seconded to approve the Medical Scholarship as presented. 

Motion carried unanimously.

The Property Tax Reimbursement was presented to the Board for review and approval. 

Motion was made and seconded to approve the reimbursement as presented. 

Motion carried unanimously.  

The proposals for Asbestos Removal was presented to the Board for review and approval. 

Proposals were received from PAC Environmental, 1 Priority Environmental Services and Clayton Environmental. 

Motion was made and seconded to approve the low proposal submitted by PAC environmental

The Contract Renewal for Dr. Raj Bhandari – Gastroenterology was presented to the Board for review and approval. 

Motion was made and seconded to approve the contract renewal as presented.

The Contract Renewal for Southern Textile was presented to the Board for review and approval. 

Motion carried unanimously. 

The Consulting Agreement for Joshua Caleb Bryan for Programming and Database Services for data extraction out of legacy Heathland system.
