The Richland Parish Police Jury is requesting Bids for the construction of the following Project:
WATER MAIN IMPROVEMENTS
PROJECT NO. 23-06-721E
Bids for the construction of the Project will be received at the Richland Parish Police Jury located at
35 Lynn Gayle Robertson Road, Rayville, LA 71269 until the 31st day of October, 2023, 1:00 PM local time. At that time, the Bids received will be publicly opened and read aloud.
The Project includes the following Work: Construct approximately 6,442’ – 3” dia. CL 160 PVC Water Main, Valves, Bores, and Related Work.
Bids are requested for the following Contract: Contract D – Water Main Improvements

Owner anticipates that the Project’s total bid price will be approximately $65,000.00. The Project has an expected duration of 45 calendar days.
The Issuing Office for the Bidding Documents is: McManus Consulting Engineers, Inc., 116 Smelser Road, Monroe, LA 71202. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $75 for each set. Deposits on first set of documents furnished to prime bidders shall be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders, the deposit less the actual cost of reproduction, shall be refunded upon return of the documents no later than ten days after receipt of bids(LA R.S. 38.2212.D).Compact Disc containing Bidding Documents (PDF) are available at a cost of $25. No refund will be given for returned CD’s. Make deposit checks for Bidding Documents payable to McManus Consulting Engineers, Inc. Cost does not include shipping charges. Bidding documents on a USB flash drive for the project may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened.
Each bid must be accompanied by bid security made payable to Owner in an amount of five (5) percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Successful bidder must have an active Unique Entity ID (UEI), as verified on www.sam.gov, prior to award of contract.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.

Public Notice
NOTICE is hereby given pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution that Northeast Louisiana Power Cooperative, Inc. (“NELPCO”), an electric distribution cooperative supplying retail electric service to approximately 11,924 customers in seven parishes in the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) an Application for Increase of Base Rates, for Interim Rates, and for the Establishment of an Emergency Reserve Fund to be effective upon LPSC approval. The Application was filed pursuant to Article IV, Section 21(D)(3) of the Louisiana Constitution and applicable Louisiana statutes, including La. R.S. 45:1163.1, et seq. The seven parishes through which NELPCO’s service area extends are: East Carroll, Franklin, Madison, Morehouse, Richland, Tensas, and West Carroll.
Notice of NELPCO’s Application filing will be published in the LPSC’s Official Bulletin No. 1308. Notice will also be published in the state’s official state journal and in the official journal of each parish within the geographical area served by NELPCO. The proposed rate change contained in the Application will affect all parishes served by NELPCO. The proposed rate change is sought primarily to recover the cost of service and due to increased operating costs. It is also sought to implement an Emergency Relief Fund and Interim Rate Relief.
NELPCO has not had a base rate increase since 1984. Despite no base rate increase in almost 40 years, NELPCO has consistently maintained some of the lowest electricity rates in Louisiana. At the same time, over the years, NELPCO has made significant investments in its distribution and transmission system, all without the need for a base rate increase. For example, NELPCO deployed an Advanced Metering Infrastructure System (“AMS”) on a system-wide basis from roughly 2013 through 2015. The AMS system provides greater information to NELPCO and its customers regarding usage and assists greatly with communication of outages and other issues on the system. NELPCO also restored service and repaired its system after Winter Storm Uri in February 2021. Further, NELPCO embarked on its System Average Interruption Duration Index (“SAIDI”) Improvement Plan, beginning in 2018, which involves steps designed to reduce outages as well as the duration of outages. As part of the SAIDI Improvement Plan, NELPCO has reconfigured its circuits to balance its load more evenly between its three phases and has also materially increased spending on contract right-of-way maintenance to reduce the duration of and/or prevent future outages. And in addition to its SAIDI Improvement Plan, NELPCO is currently engaged in a comprehensive and well-documented pole inspection and replacement/repair program with the assistance of a nationally-acclaimed contractor, Osmose.
NELPCO commissioned a Cost-of-Service Study which examines its costs to provide reliable electrical service, the revenues being earned to compensate NELPCO for such costs, and other relevant data. The Cost-of-Service Study is based on the test year of September 30, 2021 through September 30, 2022. As a result of the Cost-of-Service Study performed by NELPCO’s consultant, it was determined that NELPCO’s current capital structure is unsustainable and a rate increase is necessary for NELPCO to maintain financial stability, to continue providing reliable electric service, and to make needed investments in its system. NELPCO has experienced declining financial margins over the past several years resulting in insufficient revenues to cover costs and provide an adequate operating margin, combined with NELPCO’s operating costs continuing to rise due to general inflationary pressures.
NELPCO’s filing on September 29, 2023, with the LPSC includes detailed Cost-of-Service information and detailed changes in NELPCO’S rate schedules. NELPCO’s Application, including the proposed changes to its rate schedules, may be viewed in the Office of the LPSC in Baton Rouge, Louisiana and on the LPSC’s website (www.lpsc.louisiana.gov) upon its publication in the LPSC’s Official Bulletin No. 1308.

Mayor’s Report
Approved HVAC $430,000 grant at the Rayville Civic Center is moving forward. Elevated Water Tank has completed repairs paid for by American Rescue Plan $400,000. The Town has submitted a grant application for ACT 170. Mayor discussed water rates study. Mayor encourages everyone to vote for renewal of 1% Sales Tax. This tax helps provide 24 Hour Police, two garbage pickup from Waste Management and many more services to the Town of Rayville. Mayor discussed multiple grants to improve Streets, Water, and Sewer.
