Delhi officer charged with domestic battery

A Delhi police officer has been arrested for domestic abuse as a result of an incident which took place in November, 2022 in West Monroe.

Delhi Police Chief Roy Williams said 23-year-old DPD officer Kevin Fair was booked into the Ouachita Parish Detention Center on May 5 on charges of domestic abuse battery and domestic abuse strangulation. He was released on $15,000 bond.

Due to the arrest, Fair was also subject to a protection order. Williams said this would lead to his dismissal from the police department.

“If you’re under a protection order, you can’t work for me,” Williams said. “According to the policy, I’ll have to bring that up at the council meeting and let him go.”

Williams said the incident occurred in November in West Monroe when Fair allegedly had an altercation with his girlfriend. The girlfriend uploaded the video on social media and her friends saw it on Instagram.

“One of her friends reached out to me with the video wanting something done about it,” Williams said. “Since it happened in West Monroe, I called the West Monroe Police and the person who called me forwarded them the video.”

The West Monroe Police Department viewed the video and found two separate incidents occurred in November 2022.

Law enforcement officials said the first incident shows the suspect grabbing and pushing the victim out of camera view.

During the second incident, the female victim can be seen laying on the couch while the suspect is standing over her. Fair allegedly proceeds to grab her and drag her to the ground. Fair is also seen on her back with his arms around her neck. 

Authorities contacted the victim who said she had posted the video and that Fair was her ex-boyfriend. At the time of the incidents, the two subjects were living together on Blanchard Street in West Monroe.
