Nealon earns master clerk status

Rayville Mayor Harry Lewis and his staff congratulate town clerk Deborah T. Nealon on earning the 50 educational credits and professional growth hours required to become a Louisiana Master Municipal Clerk.

Nealon is the first black female LMMC for the Town of Rayville.  

She is a member of the Louisiana Municipal Clerks Association. This organization was established in April 22, 1955, and governed by the LMCA Executive Board, consists of local municipal clerks from across the state of Louisiana. 

The purpose of the Institute is to provide educational opportunities for its members to earn points toward their Louisiana Certified Municipal Clerks and Louisiana Master Municipal Clerk.

Nealon took advantage of the educational opportunities this organization provides its membership during its spring conference and fall institute to earn her Louisiana Master Municipal Clerk designation.  

Her journey toward certification began October, 2016 and a year later she was awarded a pin for Entrance Level in Master’s Academy. 

The following year, she was awarded the First Sustaining Level pin.  Not only did Nealon receive her Second Sustaining Level pin in 2019, but was elected to serve on the Louisiana Clerk Executive Board as a three-year trustee.  

Her dedication and perseverance paid off at the 60th Annual Spring Conference held April 16 in Baton Rouge, where she was one of four clerks awarded Master Municipal clerk.  Eighty six clerks attended this event.

“Deborah is a valuable member of my administrative staff.” Lewis said. “She conducts town business with professionalism, expertise and experience.  In addition, she effectively supervises her office staff.  She offers honest, fair and friendly suggestions to make the workplace operate smoothly, as well as remain in compliance of Louisiana state Legislative laws. My staff and I congratulate Mrs. Deborah T. Nealon for achieving this esteemed award.”
