REQUEST FOR AUDIT PROPOSALS
The Housing Authority of the Town of Rayville, Louisiana will receive proposals from interested CPA firms until 10:00 AM on Friday, Feb 12 2010. The Audit contract will be for the fiscal year 1 Oct. 2009 30 Sept. 2010.
The audit will be in conformance with GAAP, OMB Circular A-33 and/or Governmental Auditing Standards (as applicable), and HUD Notice 95-31 Compliance Supplement for Audits. Statements are to be prepared in accordance with GASB 34.
The CPA firm will be responsible for the audited submission to REAC including the text portion of the audit report as well validating each program. The CPA firm is to quote a price for this function in addition to the fixed audit fee.
The CPA firm will complete the Agrred-Upon Procedure (AUP) of submitting the “Agree” section of the REAC internet submission as part of the fixed fee audit contract. The CPA firm will include in the printed audit report any audit adjusting journal entries.
The CPA firm will, prior to publishing the the audit report fax proposed audit findings and/or audit adjusting journal entries to the Authority for concurrence.
The fee accountant will provide Governmental GAAP Enterprise Method FDS financial statements.
An executed engagement approval agreement must be approved by the Louisiana Legislative Auditor prior to execution of the contract. The Rayville Housing Authority manages the following:

Capital Fund Program
The Housing Authority of Rayville reserves the right to reject any and all proposals. The Authority will evaluate all proposals and will award a contract to the responsible party whose proposal will be most advantageous to the Authority. It is especially noted that the price will not be the sole determining factor in awarding the audit contract, however, will be considered according to the attached evaluation criteria list. Also, please quote an estimate for the fiscal year ending 30 September 2009. The Authority will consider a two year contract.

The Workforce Investment Board SDA-83, Inc., will be accepting proposals to provide Career Solutions Center services for the fiscal year July 1, 2010 through June 30, 2015. Workforce Investment Board SDA-83, Inc., comprises the Parishes of Caldwell, East Carroll, Franklin, Jackson, Madison, Richland and Tensas. The funds for these parishes are made available by the Federal and State government allocation process as specified within the Workforce Investment Act and are to provide programs to prepare economically disadvantaged youths, unskilled adults, and dislocated workers for entry or reentry into the labor force.
Potential service providers interested in competitively bidding for the provision of these Career Solutions Center services to Workforce Investment Area # 83 must be capable of providing staffing and services at each of the Career Solutions Centers in all seven parishes. Potential bidders may pick up copies of the Request for Proposal beginning February 19, 2010 at 9:00 A.M., at 1504 Stubbs Avenue, Monroe, Louisiana. STATE OF LOUISIANA
RICHLAND PARISH POLICE JURY NO. 102-01-01
The following Resolution was offered by Ronald Gilley who moved for its adoption and was seconded by Judy Green:
A RESOLUTION TO TERMINATE THE CONTRACT FOR ENGINEERING SERVICES DATED JULY 8, 2009 BETWEEN S. E. HUEY CO. AND THE RICHLAND PARISH POLICE JURY WITH NO COST TO THE RICHLAND PARISH POLICE JURY FOR ENGINEERING SERVICES INCURRED. SAID CONTRACT AS EXECUTED IS FOR PROFESSIONAL ENGINEERING SERVICES ASSOCIATED WITH THE RENOVATION OF THE RICHLAND PARISH COURTHOUSE WITH THE BASIC SERVICES AND COMPENSATION INCLUDING ALL PHASES OF DESIGN AS OUTLINED IN THE LOUISIANA CAPITAL IMPROVEMENT PROJECTS “PROCEDURE MANUAL FOR DESIGN AND CONSTRUCTION”. WHEREAS ONLY THIRTY FIVE THOUSAND DOLLARS IS CURRENTLY ALLOCATED FOR THIS PROJECT, SAID CONTRACT WILL BE RESUBMITTED TO ONLY INCLUDE BASIC SERVICES AND COMPENSATION FOR THE PROGRAM COMPLETION AND SCHEMATIC DESIGN PHASES.
WHEREAS, the aforementioned project is further described as:
PROJECT DESCRIPTION
The project as defined shall consist of a complete renovation to the existing 5 story Richland Parish Courthouse. This work includes replacing windows with energy efficient double pane window, adding insulation where feasible, new flooring and new ceilings in selected areas, patching and painting interior walls, trim, door and window frames in selected areas, complete renovation of all restrooms to meet handicap requirements where possible and complete renovation of the fifth floor area to create useable office space in the old jail area; upgrading electrical by replacing electrical wiring, distribution panels, receptacles and fixtures; making plumbing renovations including fixture replacement, pipe replacement, water heater additions, and drinking fountain replacement: HVAC upgrade including new units, new duct work and grills.
BE IT FURTHER ORDAINED, this Resolution will become effective five (5) days after publication in the Official Journal.
This Resolution having been submitted in writing, introduced and published was then submitted to a vote as a whole, the vote thereon was as follows:
