The Board of Commissioners of the Tensas Basin Levee District met for its regular meeting Tuesday, July 14, 2009 at 9:30 A. M. in its office located at 505 District Drive Monroe, Louisiana.
Mr. Harris Brown, President, called the meeting to order and requested the Secretary call roll with the following present and answering: Harris Brown, President and Charles Venable, Vice President, Ouachita Parish; Ramona N. Haire and Robert Neal Harwell , Richland Parish; Rodney Hutchins, Catahoula Parish, Harlon Nobles, LaSalle Parish and Venoy Kinnaird, Morehouse Parish. Absent: James Mayo, Ouachita Parish; Reggie Peters, Franklin Parish; Drew Keahey, Caldwell Parish and Shelton Ruffin, West Carroll Parish.
Others in attendance were: Mr. James Macrae and Mr. Joe McFarland, Corps of Engineers, Vidalia, La.; Mr. Dean White, Louisiana Machinery, Monroe, La.; Mr. Andy Beebe, Scott Equipment, Alexandria, La.; Mr. Paul Colquette and Mr. Ryan McMillan, Department of Transportation and Development, Monroe, La.; Mr. John Stringer, Executive Director, Tensas Basin Levee District; Mr. James W. Berry, Legal Counsel, Tensas Basin Levee District; Mr. W. T. Riles, Maintenance Supervisor, Tensas Basin Levee District and Mr. Johnny Trisler, Maintenance Supervisor, Tensas Basin Levee District.
Commissioner Rodney Hutchins opened the meeting with prayer.
After President Harris Brown declared the floor open for nomination for President of the Tensas Basin Levee District, motion was made by Commissioner Venoy Kinnaird, seconded by Commissioner Charles Venable, and passed by vote, nominating Commissioner Harris Brown President. Nominations ceased and Commissioner Harris Brown was declared President of the Tensas Basin Levee District.
Motion was made by President Harris Brown, seconded by Commissioner Venoy Kinnaird, and passed by vote nominating Commissioner Drew Keahey as Vice President. Nominations ceased and Commissioner Drew Keahey was declared Vice President of the Tensas Basin Levee District.
President Harris Brown appointed Mrs. Virginia Caviness to continue serving as Secretary of the Board of Commissioners of the Tensas Basin Levee District.
President Harris Brown appointed Mr. James W. Berry to continue serving as Legal Counsel of the Board of Commissioners of the Tensas Basin Levee District until further notice.
The following resolution was introduced by Commissioner Harris Brown, seconded by Commissioner Venoy Kinnaird, and passed by vote by the Board of Commissioners of the Tensas Basin Levee District, to-wit:

Motion by Ms. Green, seconded by Mr. Moore to use proportional amount of funds received from closing Railroad Crossings to fix the drainage on Pilgrim Road.
Substitute Motion by Mr. Gilley, seconded by Mr. Lofton to transfer funds received from closing Railroad Crossings to the Road Fund and use in the Capital Outlay Improvement Program.
